In support of its strategic goals and in line with international best practice, the Province identified and announced a set of transversal, “game changing” interventions to drive their targets. In the case of PSG 1, the international consulting firm McKinsey and Company supported the Province during the process of identifying these game changers. This cooperative project between the Province and McKinsey was named Project Khulisa (“khulisa” meaning “cause to grow” in isiXhosa). The priority ranking of Project Khulisa for the Western Cape Government was determined at Level B: Essential expansions or new programmes which cannot be left in abeyance or postponed without serious prejudice to the public interest.
